I've seen it on 'Don't tell the Bride' and I wonder if they have negotiated because he cameras are rolling or because it is acceptable to negotaiate?

Only in the same way that any product for sale is negotiable. I certainly wouldn't be asking for discounts, but at the same time if I was giving a Bridal boutique all my business - as in Dress, Bridesmaid dresses, shoes, tiaras, jewellery, then I would think it was good business sense for them to offer me a discount for a large spend.
